One of the most disputed controversy over the priority of scientific discoveries is that of the law of universal gravitation, between Isaac Newton and Robert Hooke. Hooke accused Newton of plagiarism, of taking over his ideas expressed in previous works. In this paper I try to show, on the basis of previous analysis, that both scientists were wrong: Robert Hooke because his theory was basically only ideas that would never have materialized without Isaac Newton's mathematical support; and the latter was wrong by not recognizing Hooke's ideas in drawing up the theory of gravity. Moreover, after Hooke's death and taking over the Royal Society presidency, Newton removed from the institution any trace of the former president Robert Hooke. For this, I detail the accusations and arguments of each of the parts, and how this dispute was perceived by the contemporaries of the two scientists. I finish the paper with the conclusions drawn from the contents. The Symposium entitled: Causality and Locality in Modern Physics and As tronomy: Open Questions and Possible Solutions was held at York University, Toronto, during the last week of August 1997. It was a sequel to a similar sym posium entitled: The Present Status of the Quantum Theory of Light held at the same venue in August 1995. These symposia came about as a result of discussions between Professor Stanley Jeffers and colleagues on the International Organizing Committee. Professor Jeffers was the executive local organizer of the symposia. The 1997 symposium attracted over 120 participants representing 26 different countries and academic institutions. The broad theme of both symposia was the enigma of modern physics: the non-local, and possibly superluminal interactions implied by quantum mechanics, the structure of fundamental particles including the photon, the reconciliation of quantum mechanics with the theory of relativity, and the nature of gravity and inertia. Jean-Pierre Vigier was the guest of honour at both symposia. He was a lively contributor to the discussions of the presentations. The presentations were made as 30-minute lectures, or during an evening poster session. Some participants did not submit a written account of their presentation at the symposium, and not all of the articles submitted for the Proceedings could be included because of the publisher's page limit. The titles and authors of the papers that had to be excluded are listed in an appendix.

The Law of Causality and its Limits was the principal philosophical work of the physicist turned philosopher, Philipp Frank. Born in Vienna on March 20, 1884, Frank died in Cambridge, Massachusetts on July 21, 1966. He received his doctorate in 1907 at the University of Vienna in theoretical physics, having studied under Ludwig Boltzmann; his sub sequent research in physics and mathematics was represented by more than 60 scientific papers. Moreover his great success as teacher and expositor was recognized throughout the scientific world with publication of his collaborative Die Differentialgleichungen der Mechanik und Physik, with Richard von Mises, in 1925-27. Frank was responsible for the second volume, on physics, and especially noted for his authoritative article on classical Hamiltonian mechanics and optics. Among his earliest papers were those, beginning in 1908, devoted to special relativity, which together with general relativity and physical cosmology occupied him throughout his life. Already in 1907, Frank published his seminal paper 'Kausalgesetz und Erfahrung' ('Experience and the Law of Causality'), much later collected with a splendid selection of his essays on philosophy of science, in English (1941c and 1949g, in our Bibliography). Joining the first 'Vienna Circle' in the first decade of the 20th century, with Hans Hahn, mathematician, and Otto Neurath, sociologist and economist, and deeply influenced by studies of Ernst Mach's critical conceptual histories of science and by the striking challenge of Poincare and Duhem, Frank continued his epistemological investigations.
